    Last week we had the opportunity to exhibit at RIN London, one of the rail industryโ€™s key networking events that brings together contractors, suppliers and infrastructure specialists from across the sector.

    Representing Paragon at the event were Tony Wilson and Matt Hardy, who spent the day speaking with professionals across the rail and infrastructure industry about the role traffic management plays in helping projects run safely and efficiently.

    Events like RIN are always valuable for us. They give us the chance to connect with people across the industry, understand the challenges projects are facing and discuss how traffic management can better support infrastructure delivery.

    One of the things that stood out most during the event was the openness of the conversations taking place across the sector.

    Tony explained that many of the discussions focused on improving collaboration between organisations working on major projects.

    โ€œWhat stood out most was the openness of the conversations and the willingness of people across the industry to collaborate. There was a clear shared focus on improving delivery, safety and efficiency across projects.โ€

    For us, that mindset is important. Infrastructure projects rely on multiple organisations working together, and strong communication between partners is often what makes the difference between a project running smoothly and one that faces delays.

    The Hidden Work Behind Traffic Management

    Another interesting takeaway from the event was how surprised many people were when they heard about the amount of planning involved in traffic management.

    Matt noted that a lot of conversations started with people assuming traffic management was simply about installing cones and signs.

    โ€œFor me was the number of people who were surprised when I explained the involvement we have with local authorities when gaining permission to carry out works on the highway.โ€

    In reality, a large part of what we do happens long before any equipment reaches site. Traffic management often involves working closely with local authorities, coordinating permits, planning access routes and ensuring projects meet regulatory requirements.

    Traffic management plays a bigger role in infrastructure projects than many people realise.

    As Tony explained during the event, itโ€™s not just about road closures or temporary lights. Itโ€™s about creating a safe environment where engineers, contractors and the public can operate safely while work is carried out.

    Even within rail projects where work may take place away from public roads, traffic management is often required for site access, logistics, and coordination with surrounding highways.

    Managing Permits and Local Authority Communication

    One of the areas that generated a lot of interest at the event was our work around permit management and local authority coordination.

    For many contractors, dealing with council communication and permit applications can take up a significant amount of time.

    Matt explained that one of the ways we support project teams is by taking on that responsibility ourselves.

    โ€œPermit management, opening and closing works on time with equipment removed and avoiding Fixed Penalty Notices. By leaving council communication to us, contractors can focus on the other aspects of their projects.โ€

    RIN Derby (11 September 2025) had a real buzz from the moment doors opened. As Matt put it, โ€œthere was an air of excitement in the Derby Arena just before kick off,โ€ and that set the tone for a morning of proper conversations rather than casual browsing.

    For us, the win was quality over quantity. Tony summed it up well: โ€œfootfall could have been better, but the engaging clients was really good.โ€ We had people coming over with specific projects to talk through TM plans, permits, temporary signals, lane closures and how to keep programmes.

    Debbie called the day โ€œvery vibrant, friendly and informative,โ€ and it showed. We were able to get the Paragon message across clearly, while learning more about adjacent sectors and how we can help them deliver effectively. Those chats have now turned into follow-ups so nothing goes cold.

    Project Overview

    In a critical rail infrastructure project, a leading independent Overhead Line Equipment (OHLE) provider faced a complex challenge. Specialising in turnkey OHLE solutions from design through to installation and final testing, the client needed a dependable traffic management plan. This plan was to facilitate the movement and storage of heavy machinery and materials necessary for rail upgrades.

    The Challenge

    The client’s operations involved creating a compound for storing and receiving deliveries of large-scale equipment such as 40-ton excavators, road-railers, telehandlers, and steelwork. Ensuring timely and safe delivery was paramount to maintaining project schedules along with reducing the impact to the surrounding traffic. The requirement was not only to manage the compound effectively but also to ensure seamless transitions of equipment when track possession was granted, demanding a flexible and responsive traffic management approach.

    Our Solution

    We implemented a dynamic traffic management plan tailored to the project’s unique demands. Recognising the need for minimal disruption to local traffic, we initially set up temporary traffic lights programmed to remain green to maintain flow. However, to accommodate incoming deliveries, our team was prepared to manually adjust the lights to red, ensuring safe and unobstructed access for the heavy deliveries.

    Dedicated on-site support was provided six days a week, covering both day and night shifts. During weekends or critical delivery windows, Paragon ensured the presence of a 24/7 traffic management operative to handle any immediate needs.

    For ongoing and less intensive site requirements, we innovated further by integrating a push-button system into the traffic light setup. This allowed truck drivers direct control over the traffic signals, enabling them to safely manage entry and exit from the site by switching the lights to red as needed.

    In this project, while the client managed direct liaisons with local councils and Network Rail, our in-house permits and licensing team stood ready to take over this coordination to ensure full legal compliance and streamline operations.
